On March 4, 2016, Chairman of Ca Mau People’s Committee issued Decision No. 321/QĐ-UBND approving the Planning on socio-economic development of Hon Khoai island cluster, Ngoc Hien district, Ca Mau province, untill 2020 and orientation to 2030.

According to the Decision of Approval, the overall objective of the Planning is to promote investment in the development of technical and social infrastructures, especially Hon Khoai general port construction project; to work out a plan to step by step bring laborers, proceed to bring people (selectively) from the mainland to live and work on Hon Khoai island cluster suitable for each stage; ensure social security, improve the material and spiritual life of the task force and laborers working on Hon Khoai island cluster, specifically:
– Continue to protect natural forests and ensure forest coverage rates as prescribed; closely connect between islands in the island cluster and Nam Can economic zone in order to promote the development of fishing logistics, offshore fishing, aquaculture around the island cluster and development of tourism services (including ecotourism, discovery tourism for scientific research). In particular, a breakthrough for the island economy of Hon Khoai is the formation of Hon Khoai general seaport with the purpose of mainly transporting coal to coal-fired thermal power plants in the Mekong Delta, in the future, coal can be supplied to other regions and neighboring countries..
– Harmonizing economic growth with social security.
To well protect the ecological landscape, natural forests on the island cluster, surrounding waters, historical relics when implementing investment projects on the island cluster; strengthening the prevention of natural disasters to ensure safety in production and life of the task forces and workers on Hon Khoai island cluster.
Ensuring national defense and security on Hon Khoai island cluster is a top priority task and closely associated with the process of socio-economic development on the island cluster.
The Decision also set out the orientation for the development of socio-economic sectors such as: fisheries – forestry, industry – cottage industries (mainly fishery logistics), tourism (with subdivision tourism development functions) and social sectors. In addition, the Decision also sets out orientations for ensuring national defense – security, territorial space distribution, infrastructure development (transport networks, electricity supply, water supply and drainage, residential areas and especially construction of Hon Khoai general seaport), land use direction, environmental protection plan and six solutions for implementing the plan, including: Mobilizing investment capital, training human resources, science – technology, developing key industries, ensuring national defense and security and coping with climate change.
The provincial People’s Committee assigned the Department of Planning and Investment to lead, coordinate with the provincial departments and branches, People’s Committee of Ngoc Hien district to announce and organize the implementation of the planning as prescribed.
